The Reserve Bank's being accused of being behind the curve when it comes to reining in house prices

It wants to crack down on the number of buyers with deposits of less than 20 percent.
The change could be in place from October.
Independent economist, Tony Alexander, says banks have been suggesting the central bank raises interest rates and loan to value ratios, since late last year.
He says the market was going ballistic in New Zealand from about August and the Reserve Bank didn't want to move.
