Doctor Teimur Youssefi had previously faced two disciplinary charges in Malta, relating to a pelvic examination.
He falsified a certificate of Good Standing from Malta's Medical Council - when applying to work in New Zealand.
The Health Practitioners Disciplinary Tribunal has found when accused of the forgery, Youssefi pointed the finger at a colleague, calling them a bully and biased.
His registration has been cancelled.
